Jer 48:35 ends the strophe of which it is a part; here the Lord declares that He will make to cease לְמֹואָב (for, or from Moab, lit., to Moab), every one who offers on a high place and burns incense to his gods. מַעֲלֶה cannot be a substantive, else the parallelism would be destroyed. Nor may we, with Hitzig, render "he who raises a high place," i.e., builds it, for הֶֽעֱלָה is not used in this sense.
