He straitly charged (ἐπιτιμήσας)

The word implies an emphatic, solemn charge; its meaning being, strictly, to lay a penalty upon one, and thence, to charge under penalty.

No man (μηδενὶ)

The conditional negative: no man, whoever he might be.
